Help the Homeless to Survive

Many people in Russia happen to lose their housing. Some of them become victims of land fraud, others — because of getting prison terms; sometimes it’s the result of exceeding time limit of bank loans. Out-of-towners are not accepted into state asylums, at the same time, local authorities are not concerned about sending them to their hometowns. The Russian Orthodox Church tends to open a center of daytime longing for the homeless, which are intended to solve these problems. 

According to the estimates of organizations, working with the homeless, there are from 10 to 50 thousand people living in Moscow. To survive without having warm accommodation and being supported by others, turns to be extremely difficult. State asylums may help to keep warm, but these institutions accept such people rather rarely, except cases of intense cold. It is considered that the homeless must stay in asylums of the area they are registered in. «This kind of politics aims at equal distributing the homeless over different cities, and it seems reasonable», — says Ilya Kuskov, the project manager for helping the homeless, The Synodal Department for Church Charity of the Russian Orthodox Church. 

The problem is that some regions don’t contain state asylums while the majority of the Moscow homeless are out-of-towners, and usually they lack of money, documents and exact address what presents a certain difficulty in getting the asylum on their own at place of residence. Local authorities are often not able to send all of them to the regions. As a result, these people have to stay in the streets and dye from hunger and cold. They can’t warm up as all the entries of the houses in Moscow are equipped with combination locks. They can’t enter the metro because policemen turn them out; the fare is not allowed for people in dirty clothes.

Every person is valuable in the eyes of God, despite of one’s outlook

The Church can’t be indifferent seeing people torturing and dying. The Church wants to help the homeless to return the human outlook and dignity, especially when their survival depends on it. In winter, 2004, when the Church collected the alms and it gave way to opening a service helping the homeless, the quantity of people died to death decreased from 400 to 80 people. Such a sharp decline happened due to creating a special bus patrolling the streets and gathering freezing people. The solution of the problem is a special shelter for the homeless

The solution of the problem will consist in sending the people to the place of their last residence for getting them into the state asylum. To implement it, it’s necessary to have a shelter where a person could stay for several days while a social worker prepares documents, buys tickets and talks with the asylum. «Any homeless person could come to the shelter, warm up, drink tea, have a meal, wait till cold weather is over, take a shower and clean one’s clothes», — says Ilya Kuskov.

The Synodal Department for Church Charity and Social Ministry’s worked out a project of the center of daytime longing for 150 people. The center will be located in a separate building rented in the Moscow area. There will be a medical establishment for 20 beds, a cloak-room, a station for cleansing on the territory of the center, beds for overnight stay and a room for daytime longing. The project launch requires about one hundred dollars (USD) investment. Monthly costs will present 36 134 dollars (18 400 dollars will be invested into the salary of 22 staff members and 10 400 — for accommodation charge). Further on volunteers are supposed to substitute some of the staff members what will let cut monthly costs.
